Defensora estadounidense del sufragio femenino. Egresó del Iowa State College (1880), fue directora de un colegio secundario en Mason City, Iowa, en 1881, y superintendente de colegios dos años más tarde, una de las primeras mujeres en ocupar un cargo semejante en EE.UU. Se casó con Leo Chapman en 1884. A su muerte prematura, en 1886, ella se dedicó a organizar la Iowa Woman Suffrage Association (Asociación para el sufragio femenino de Iowa) (1887–90). Su matrimonio con George W. Catt, ingeniero, en 1890, tuvo la particularidad de un contrato legal prenupcial que le concedía a ella cuatro meses de tiempo libre cada año, para trabajar exclusivamente por el sufragio femenino. En 1900 fue elegida para suceder a Susan B. Anthony como presidenta de la National American Woman Suffrage Association (Asociación nacional norteamericana para el sufragio femenino) (NAWSA). Entre 1905 y 1915 reorganizó la NAWSA según distritos políticos. Elocuente oradora, fue presidenta del grupo desde 1915 hasta su muerte. Cuando se ratificó la XIX enmienda, que concedió a las mujeres el derecho a voto, reorganizó la NAWSA como League of Women Voters (Liga de mujeres votantes) en pro de leyes progresistas, incluso la causa de la paz mundial.
